SPI-2647: 106_ATLAS_11 and 106_ATLAS_12

  • updates recola_SM-2.2.3(2.2.2)
  • updates vbfnlo-3.0(3.0beta5)
  • updates rivet-4.0.1(3.1.7)
  • adds cln-1.3.7
  • drops mcutils, heputils, hepmcanalysis, mctester
