[SPI-1448] Special setup for ROOT v5

I decided to put setup for ROOTv5 in a separate file to prevent accidental changes to it when changes to regular setup would be intended (the call to LCGPackage_Add() is very long and one can miss on which of the two alternatives one is looking).
