dev4python3: Use default version for coral and cool.

As @dkonst pointed out to me the coral test for dev4python3 is failing

It was picking up the master tarball build for dev3python3 because postInstall is disabled for Coral/COOl (https://sft.its.cern.ch/jira/browse/SPI-885)

As for the other dev4 the version should probably taken from the base? If not I can uncomment the lines?

Left commented for comparison at the moment

• master was not correctly configured (see heptools-dev3.cmake)
• Slightly different exclusion from heptools-dev-base for comparison
