Update DD4hep version; enable edm4hep, hepmc3 extensions

Closes SPI-1766

Adds optional dependencies of HepMC3 and EDM4hep to DD4hep.

Move DD4hep (and acts as it might depend on dd4hep) to frameworks, as it needs edm4hep (which needs pythia8)
