[SPI-2007] create 101_ATLAS_3 from 101_ATLAS_2 and update it to work with HepMC3 and...

  • 101_ATLAS_3 layer based on 101_ATLAS_2 but with generators linked against HepMC3
  • updating cuda and cudnn versions and adding to ATLAS "top_packages"
  • evtgen updated to 2.1.1
  • Add thep8i 2.0.1 to 101_ATLAS_3 and to ATLAS top_packages
