created a blacklist for aarch and added xgboost to it
created a blacklist for "aarch" and added xgboost.spark to it, because spark is removed for aarch here: https://gitlab.cern.ch/sft/lcgcmake/-/blob/5414d817078c783139465db83c16875659a49b51/cmake/toolchain/heptools-devARM.cmake#L31
Error in test pipeline seems unrelated to this commit
