Draft: Test upcoming CMake change in ROOT.

Test https://github.com/root-project/root/pull/8709 ahead of time.

In this PR, several find_package are converted from variables to CMake targets. Although the main motivation for the PR is to fix the handling of builtins, the work might have inadvertently changed the interaction with external dependencies.
