ENH: faster noise tuning algorithm

Tomasz Hemperek requested to merge tune_noise_fast into development

It takes about 8-10 min at the moment. Seem to work for LIN and DIFF.

  • set the local threshold to maximum
  • lower global threshold and until disable some pixels (0.1% ?)
  • lower local threshold (slowly) and increase if see noise hits
