Enhance sync analysis

David-Leon Pohl requested to merge enhance_sync_analysis into development

Fixes issue #191 (closed) by allowing the LVL1ID and the BCID to jump by the same delta only if the jump is within the number of triggers per event. Otherwise create new event.
