FIX: Ring oscillator readout

This MR addresses the first issue as discussed in #479 (closed)

  • Takes RO cycles into account when calculating the frequency. The raw values are returned unchanged.
  • For ITkPix, increase the default pulse_width parameter from 8 (RD53A legacy) to 30.
