Mark Standke requested to merge general_enhancements into development

This MR enhances the following BDAQ features:

  • Analog Monitoring card sets default resistor bench to open instead of 0b0010 (--> use default SCC resistors)
  • Center tag bin for digital scan
  • Pick best injection fine delay 20210402_161422_analog_scan_fd_5_interpreted_histogramdelay
  • ADD break condition to online monitor if col > 399 received
