SiTCP 10G

This MR adds a 10G Ethernet implementation to BDAQ53, using the "SiTCPXG" IP core (https://github.com/BeeBeansTechnologies/SiTCPXG_Netlist_for_Kintex7). Tested with SFP+ cable connection and intel PCIe NIC.

• Fix UDP data loss
• Update Basil
• Add KC705 support
• Add SiTCPXG download to fix the pipeline
