Fix Gitlab CI

This MR fixes the gitlab CI.

apt-get update was failing with:

$ apt-get update --fix-missing

E: Repository 'http://deb.debian.org/debian buster InRelease' changed its 'Suite' value from 'stable' to 'oldstable'
E: Repository 'http://deb.debian.org/debian buster-updates InRelease' changed its 'Suite' value from 'stable-updates' to 'oldstable-updates'

Adding --allow-releaseinfo-change fixes the issue.
