Masking

This MR adds masking abilities to all scans by using either a list of coordinate tuples or a mask file in h5 format. Additionally, it adds a simple noise occupancy scan and a meta script to scan the global threshold until the noisiest x% of pixels is disabled.

Furthermore, it adds the text "RD53A [preliminary]" as well as "Chip S/N [0x0000]" to every plot, where the string in [] is user editable.

Also, a MetaScanBase class is introduced to standardize meta scans.
