Produce cmake graphviz output without relying on BINARY_TAG · 3987a774

Follow-up to !33015:
  - Do not rely on `BINARY_TAG` in build scripts
  - Enable the graphviz output also for AthGeneration, AthSimulation and
    AnalysisBase. Considering those projects are much smaller the
    produced graph could actually be useful as is.
