CaloTPCnv: support for CaloClusterCellLinkContainer thinning 

Hello,

This MR adds the functionality to thin the CaloClusterCellLinkContainer container.
It was kindly developed by @ssnyder , and we now use this feature in the R22 tau reconstruction (ATLTAU-1733, https://gitlab.cern.ch/atlas/athena/-/blob/master/Reconstruction/tauRec/src/TauCellThinningAlg.cxx#L64-72).
That should help reduce the size of CaloCalTopoClusters_links in xAODs (ATLASRECTS-5684).
