Make FastCaloSimParamAction more configurable 

Changing the way calo hit merging schemes are handled by
`FastCaloSimParamAction`. This set of changes makes all
of the hit merging cuts configuratble via
`FastCaloSimParamActionTool`. See ATLASSIM-3398.
