OKD: Use templates for home page, runs list

Aleksandra Poreba requested to merge aporeba/TrigCostWeb:home-page-template into dev-okd
  • Fix script to copy rates.json files to the TrigMenu area (missing /)
  • Add the option to TemplateWrapper to have a list of children for one tag (for example to generate lists), will be rendered in the order of addition
  • Use a template in the home page view, display runs view - structures are described in related readmes
