OKD: Update P1 processing script to setup athena and tdaq
This will enable to retrieve run details from TRP - deadtime and pileup per lumiblock range in the CostPostprocessing step
Related to ATR-27110
Based on the help from ATLINFR-4870
The fix can be removed after the fix in atlas externals
This MR also enables the processing of 2023 commissioning runs (test input that was recorded during M1)
