OKD: Update processing release

  • Add /data dir to gitignore
  • Update processing release to 22.0.66
  • Move reprocessings directories to Cost/RatesProcessing-2022
  • Fix config creation
  • Remove update software script - won't be used with run 3 okd version, will be archived with legacy website code
