TrigPSC: remove obsolete code 

- Remove unnecessary `release()` calls (the ServiceHandle does this)
- Remove commented code
- Remove code to handle user commands as this is non-functional now
- Remove dllName, factoryName and EvtSel properties (see HLTPUDal!1)
