Add TNLimitFinder from CERN GitLab registry

This is a simple ROOT-based fitting container to be able to run scalable frequentist fit on the grid. The image uses a patched version of ROOT with upstream fixes not released yet.

As many jobs need to be spawned I would like to have the image unpacked on CVMFS.
