Featured Banner's .once function is not recognized

The Featured Banner display format throws error when being rendered. More specifically the JS file that sets colors throws:

TypeError: $(...).once is not a function

Add dependencies of jquery and once in the featured banner libraries.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
