WIP: Added script to set new owner

The goal of this MR is to simplify the ownership transfer when requested by users.

Currently set to WIP, due to the fact that currently the AuthzAPI returns with:

Exception: The requested operation can only be performed by the resource owner

When running with Authz-OKD-prod credentials. TBD.
