Test new arch
- Add init containers to perform database migration and precompile assets.
- Fixes a "tiny" bug about the discourse-public-uploads volume, which wasn't properly attached.
- Added a new env-configmap configmap file to manage configuration.
- Upgrade ruby version from 2.4.2 to 2.5.0.
