Consolidate egamma super cluster builders

- Rename GITLAB->GitLab in header
- Remove the DOI link from README.md as Doxygen currently does not
  handle SVG images correctly. Instead add the DOI link as project badge
  in GitLab directly.
  (https://github.com/doxygen/doxygen/issues/6039, fixed in 1.8.16)
- Add badge for Doxygen documentation. Created and copied from
  https://img.shields.io/badge/Doxygen-master-informational

Set the `EXAMPLE_PATH` variable to the current directory. This will
allow the use of e.g. `\snippet` (with an absolute path). Fixes
ATLINFR-3391.

Also add the LArCalorimeter directory to the list of inputs, which was
apparently forgotten.

Move two remaining files to AtlasTest/TestTools and delete TestPolicy
package.

The following packages were only relevant for CMT-based releases:
- LCG_Interfaces/Boost
- LCG_Interfaces/CLHEP
- PackDist
- ReleaseTests

Documenting private members is especially useful with the new Gaudi
property declaration where all properties now only appear as a private
member in the .h file. Also removed unsupported config variable that are
not supported by our default doxygen version.
