Remove EventIncident class 

The `EventIncident` class is obsolete as the Gaudi `Incident` class
provides the same features. Listener usage has been migrated away in
atlas/athena!21227. Now change all code to fire Gaudi `Incident` and
remove the `EventIncident` class.
