Integrate file directory viewer and translation support for 1.1

Added the command to install and activate FileBird; the plugin chosen to add a directory structure to the WordPress Media Library: Closes https://gitlab.cern.ch/wordpress/theme-lite/-/issues/64

Also added the command to install and activate Polylang; tje plugin chosen to add translation support.

These should both be included in the 1.1 release.
