Framework to v0.09.00

This the merge request for establishing a coherent acts-framework version to acts-core release v0.09.00 (1)

It includes:

• updated acts-core: the fix the EigenStepper against overstepping
• updated acts-core: the fix for the DigitizationPlugin regarding NaN
• the fix to the thickness of the modules in the generic detector building
• a first import of code for the material mapping (partly commented out still)
• the import of the Plugins/Txt writer for feeding into legacy reconstruction package
• the import of the Plugins/Json handling, part of this will go into acts-core

It re-establishes the production of the TrackML dataset
