Add decoration example to docs, bump release

Samuel Van Stroud requested to merge svanstro/training-dataset-dumper:svanstro/deco-example into r22

This does a few things

  • bump analysis release to 22.2.102
  • rename ca-dump-single-btag-fixedcone and ca-dump-single-btag-softe removing the single-btag (see #80 (closed))
  • adds a section in the docs describing the usage of decorators, closing #103 (closed) (cc @vdao)
  • adds the ElectronDecoratorAlg discussed in !425 (merged) to the ca-dump-softe script
  • cleanup the ca-dump-softe interface with dumper.py
