Add support for re-running truth labels during dumps

This adds a flag to the python interface which will add the labelling algs to the jobs. Requires AthAnalysis or Athena.

Needs atlas/athena!66525 (merged)

I also added some builds scripts closing #110 (closed), and added a setup/analysisbase-latest.sh for completeness.
