Add jo_utils script to be used in !572 [skip all]

Changes introduced

Add new script that reads parameters from jO files as done in prodsys (#98 (closed)).
The complete implementation is done in !572 (merged) but I need to merge this to master before performing the checks in !572 (merged) otherwise I wouldn't be able to run athena in the CI.
