fix: VBF EWKino to not configure "use_syst"

To summarize why: atlas/athena@95ed328f introduced a change where the base PDF was now used - and there are existing checks in the code that will see if we're setting anything that's on the base pdf fragment. This started breaking the VBFEWKino only because it had previously only been tested in 21.6.25 (!265 (merged)) and we just got really unlucky as the linked athena change made it in 21.6.26.
