Add Strips support for rm 4.10

Adds STRIPS firmware more with support for LCB and R3L1 links. When FIRMWARE_MODE=5 (eg. do_implementation_vc_712_strips.tcl), all FromHost 4-bit elinks are converted into LCB (if direct mode is selected) or R3L1 (if 8b10b mode is selected).
