- Remove ERS_DEBUG level https://its.cern.ch/jira/browse/ATR-25937 Most of the messages were changed to LOG level (though some of them should really be on debug level like printing buffer sizes or obtaining the locks)

- Review the verbosity
- Use float in PrescaleBuffer to store the prescale value <-- will be revisited! We need to discuss the precision, so it will be the same as in RuleBook (python float)
