Changes to be tested in Technical Run 1

• Remove unnecessary server name change https://its.cern.ch/jira/browse/ATR-25934
• Remove ERS_DEBUG level https://its.cern.ch/jira/browse/ATR-25937 Most of the messages were changed to LOG level (though some of them should really be on debug level like printing buffer sizes or obtaining the locks)

Edits after TR1:

• Review the verbosity
• Use float in PrescaleBuffer to store the prescale value <-- will be revisited! We need to discuss the precision, so it will be the same as in RuleBook (python float)
