Multiple DataWriterCallback objects

Impacts on: SFOTZ, thus on SFOng, ROSIO and ROSDescriptor.

Checked ROSIO and ROSDescriptor impacts with Gordon Crone and new behavior is OK.

Hi @vandelli, Could you have a look to this merge request please? More changes to come for ADHI-4636 in other projects. But EventStorage is tdaq-common and needs to be handled separately. Having this in tdaq-common nightly will make my build easier. Cheers, Fabrice
