Run3 schema and INTR access

As used in several TRs an Mweeks updates needed for the trigger panel to be able to read from the Run 3 DB (TriggerPanel!5 (merged)) and also to update the INTR machine location in the DB lookup after new hardware was installed

The Run3 schema is checked, but no check on the version number has been implemented

Patch has been in use at point1 under: /sw/extras/sw_tmp/current/hlt/TriggerPanelRun3/ ATR-19974
