Python 3 changes

This py3 branch was never merged into master, and I don't remember the history of it.

I assume it has changes that were made for tdaq-08-04-00 (the Python 3 release) by @vandelli , and the tag config-02-15-03 as part of that release (submitted by me). It was also in nightly, since the tag was picked up for tdaq-09-00-00.

So I assume it's safe to merge as it should only affect the python bindings. Since there are other changes in master, @isolov should merge it where appropriate. The main issue is not to forget these python 3 fixes.
