EventIDBase and EventIDRange extension (next attempt)
This replaces MR !192 (closed) that was mistakenly based on another branch than master and therefore created merge conflicts. Description copied from there:
Extensions to allow EventIDRanges that limited by both time-stamps and run/LB pairs. See also ATEAM-485. This MR complements @ssnyder MR athenaprivate1!16662 (merged) and is a necessary for athena!20002 (merged)
