PixelConditionsAlgorithms: Fix pixel DCS condalg config 

For PixelDCSCondStateAlgCfg and PixelDCSCondStatusAlgCfg,
don't set ReadKeyStatus if usePixelDCS is false.
This matches the logic in InDetRecConditionsAccess.
Otherwise, we can get merging errors.
