Support ComboHypo generators that accept flags as their first argument.
The flags are bound to the generator when calling
`ChainConfigurationBase.getStep`.

TriggerMenuMT: replace/remove uses of configurableRun3Behavior

To decide if we are running legacy or CA-based job configuration, it is
better to use `ComponentFactory.isRun3Cfg()` instead of
`configurableRun3Behavior`. This avoids the need to explicitly having to
set `configurableRun3Behavior` and also ensures coherency with what type
of configurable the `CompFactory` creates.

add logic to include only partial chains; remove filter on chains from global trigger flags; remove one newJO c-test

Slice independence is now tested during menu generation. Remove the unit
tests and the code required for this check.
