Rename what was AtlasCollectionTools/CollAppend.exe in CMT build and
became AtlasCollectionTools/CollAppend in CMake to AthCollAppend -
because there is a name conflict with APR/CollectionUtilities/CollAppend
Also removed AtlasCollectionTools/CollAppendXML which had no added
functionality and it was not used anywhere (that I could see)

ATR-15815 disable the NtElem tool - a HLT cost monitoring sub-tool.

It collects a summary of all Trigger Elements in the event and exports this to the cost monitoring ntuple. This can in theory be used to re-form the navigation graph offline, but in reality there has never been any real use to do this in run 2.

Disabling this tool will save CPU in collecting the data and RAW disk space.

Changed the reference file lookup from using an environment variable to
using the release metadata file. That should hopefully be more reliable than
assuming some fixed release layout.

Update of b-jet calibration chains - ATR-15997

Changing nomucomb to default in Bphys chains,
so the name is removed from chains in the menu.

Details:

This change will swith the l1topo simulation run at HLT to use the
bitwise implementation of the algorithms (for those algorithms that do
have one).
This decision was discussed in ATR-14949 and the functions
in question have been validated in the reprocessing ATR-15680.

No change in counters is expected. The tests run fine.
