TileRec: Update tile BS reading configuration

Scott Snyder requested to merge ssnyder/athena:tileBS.TileRec-20190204 into master

MuRcvDigitsCnt was moved to being produced via its own coverter, rather than as a side effect of unpacking the main container. Adjust the ByteStreamAddressProviderSvc configuration accordingly.
