ATR-19377 new L1Topo INVM+DPHI items

Menu implementation for the new L1Topo algorithm InvariantMassDeltaPhiInclusive with 4 inital L1 items. I needed to modify the default initialisation of the MinDphi and MaxDphi parameters, as this was crashing without a default 0 bit value.
(same fix as in the L1TopoSim implementation in !21314 (merged)).

Also contains some minor cleanup to l1topomenu/Menu_MC_pp_v8.py and the updated L1 xmls.
