Migrate ClusterCellWeightTool to CaloNoise CDO
- Builds on (actually includes) !22628 (closed)
- Changes the interface IClusterCellWeightTool to pass the EventContext
- Migrate CaloLCWeightTool from legacy CaloNoiseTool to CaloNoise CDO
- Adjust various joboptions
Tested with q431 and q221. Produces identical ESD file.
