ART: New cluster plots for the egammaValidation package (into master)

This is manually doing the failed sweep to master of !23247 (merged).

This MR includes a couple of new cluster related histograms to the egammaValidation package. It adds the number of cell per layer for electrons and photons. Needed for performance monitoring.
