21.9 step3 sim IDs

Introducing some changes which are required for running newer versions of ITK layouts ("step 3.0" i.e. Layout Task Force and onwards versions). This is the first merge request in a staged process of cleaning up and introducing the changes in !22719 (closed) where the debugging procedure for these layouts is documented.

  • Introduces changes to the range of the LayerDisk field for the new layouts, to fit the extended forward region

  • Removes some temporary code for setting the strip G4SD copy number via a replica of the SiHiIdentifier. This replica was needed due to a cross-project include problem in 20.20 which prevented using the SiHitIdentifier directly. This is no longer an issue in CMake-based builds, so we can use the SiHitIdentifier directly.

Should not impact either Run 2 nor existing 21.9 ITK layouts.
