Update syntax of MdtDigitizationTool

John Derek Chapman requested to merge jchapman/athena:MdDigitizationToolSyntaxCleanup_master into master

This merge request moves the configurable property declarations to the MdtDigitizationTool.h and does some other minor syntax tidying.

It also fixes the fact that !23626 (merged) broke Simulation/Digitization/test/test_MC16a_Digi_tf_configuration.py unit test.
