After condition alg migration of in Pixels in !24436 (merged), there was a crash in BS conversion in trigger's transient BS step because of missing data dependency on PixelHitDiscCnfgData. This is added in this MR.

Fixes ATR-19989

Needed urgently for progress towards AthenaMT Trigger validation
